Don't suppose the French are that sore at losing the Olympics, are they? ------- BBC Parliament internal email: NEWSFLASH: There has been a widespread outbreak of grumbling and tutting today in London, along with a large number of people going home instead of to work, with a certain amount of guilty pleasure. Sorry, bad guys. We've been bombed before, and we just adjust our day to account for it. Erm really... where? I think you will find that's a reaction to the winning the Olympics bid or perhaps just the effect Bush has on us when he visits?! --------- When the news reporter said "Shopkeepers are opening their doors bringing out blankets and cups of tea" I just smiled. It's like yes. That's Britain for you. Tea solves everything. You're a bit cold? Tea. Your boyfriend has just left you? Tea. You've just been told you've got cancer? Tea. Coordinated terrorist attack on the transport network bringing the city to a grinding halt? TEA DAMMIT! And if it's really serious, they may bring out the coffee. The Americans have their alert raised to red, we break out the coffee. That's for situations more serious than this of course. Like another England penalty shoot-out [in soccer]. ---------- "It's hard to panic the British. イギリスのテロ特別対策部隊が、間違って全く無実の人をテロ犯人として撃ち殺してしまったのは既に日本でも報道されているのだろか?イギリスの新聞紙The Sunday Timesなどは、日曜日の朝刊一面トップに"Police Shot Wrong Man"と衝撃的な見出しと共に報道した。
金曜日にロンドン警察特殊部隊は、ロンドンのテロの犯人グループ4人のうちの1人を無事撃ち殺したと発表し、ロンドン市長・ロンドン警視総監も満足げな笑みでテレビに登場していた。しかし、この週末実は警察に撃ち殺された人物は全くテロとは無関係なブラジル人電気技師で、正当な労働ビザを所持して既に3年間働いている人物だということが発覚。ロンドン警察及びテロ特別対策班も間違いを認めざるを得ない状況となった。 しかも、射殺してから事実が少しづつ明るみになるにつれてロンドン警察の発言が二転三転したのも後味が悪い。最後の最後まで「はっきりは分からないが、射殺した人物はテログループと関係があると自信を持っている」という趣旨の意味不明な発言をし続けている。結果、全く関係が無いということが分かっても、「遺憾だがやむを得ない」レベルの謝罪しかしていない。分かったことは、イギリスの諜報機関とテロ対策本部は、初めの同時多発テロの容疑者宅から、このブラジル人の住んでいるフラットの住所が書かれた書類を発見し、その時点で報道され続けた4人のうちの1人の犯人グループの一人として彼らの中ではこのブラジル人をマークしていたというのだ。ブラジル人の名前ではなく、住所だけが書かれた書類。イギリスでは以前住んでいた人宛の手紙が届いたりすることは良くあるし、俺の住んでいるところでもそうだ。住所がかかれたものが出てきたからといってすぐにテロリスト扱いするイギリス諜報機関のお粗末さと恐ろしさが露呈してしまった。かつ、地下鉄のカメラに彼が移っていたため、テロ犯であると自信を高め云々と警察は発表していたが、結果、地下鉄のカメラも全く犯人識別に役に立ってなかったことも判明。更に、自爆テロ対策として、(1)"Shoot-to-kill"戦略(要は、自爆テロ対策に、体ではなく頭部に向けて発砲するよう徹底されていること)、(2)実質的な"Shoot before ask"戦略(自爆テロ対策に、質問する前に不審な行動があればすぐさま撃ち殺す)が取られていることが明るみになった。 今回のブラジル人の場合、ずっとマークされており、キルトチョッキをたまたまその日身につけていたために怪しまれ、特別テロ対策警察官5・6人にものすごい勢いで拳銃を突きつけられたまま追い込まれ、地下鉄に逃げ込んだために、警察官は再度の爆破テロを恐れて(と釈明されている)、地面にうつむけにさせた状態になった後、至近距離から頭に5発拳銃で打ち込まれて即死している。警察は、彼がなぜ逃げたのか分からないと説明しており、彼が逃げたことで我々の疑いは頂点に達したという趣旨の説明をしているが、そりゃ拳銃突きつけられて追い掛け回され、かつ、はなから質問しようなんて思っていない警察官達を見れば普通はパニックって逃げるだろう。地下鉄で逃げてきた彼を見かけた目撃者の発言として報道されているのによれば、このブラジル人は「まるで怯えきって逃げ場を失ったウサギのようだった」とのこと。。。 もはや、ここまでくるとテロリストよりも、ロンドン警察の方が今やロンドンでは恐ろしい。いくら自爆テロ対策とはいえ、ずさんな事前調査と、釈明の余地や説明の暇も無くすぐさまあやしいと思われた人物は撃ち殺すという方針が取られているなんて、恐怖政治もいいところである。イギリス在住の日本人の安全を、テロだけでなく警察から守るためにも、日本の方々にも、このイギリスのやり方には是非大反対してくれることを心より祈る。 また、一つ付け加えると、ロンドンという街は、イギリス人はマイノリティで外人であふれかえっている街だ。ある意味、イギリスに対するテロがイラク戦争と関連していて云々と言われても大多数のロンドン市民(=外人)にとってははっきりいってピンとこない。なぜなら自分の国ではないからだ。しかし、皮肉なことにロンドン警察の脅威は正直テロの脅威よりも直接的な身の危険を感じる脅威となっている。国の威信のためにも犯人逮捕に焦っているのは分かるが、方針を改めようともせず、反省も無く、無実の市民を多少殺しても仕方がないと平気で言える神経には実に腹立たしい。客観的に考えて、無実の市民を犠牲にする確率がほぼ無視しうるぐらい無いという状況でなければ、多少市民を犠牲にしても仕方ないなどという主張は支持することができない。イギリスのテロ対策の信頼が失墜した今、無実の市民を多少犠牲にするどころか、大多数犠牲にしそうなずさんな実態となっている。イギリスの公的組織・サービスに対する市民の不信感は歴史的なもので、アメリカよりもひどい。ましてや日本人的感覚からすれば理解できないほどひどい。イギリスの鉄道・地下鉄・バス、大使館など、様々なところで嫌な思いをした人は多いはずだ。今回のテロ対策の失敗も、イギリスの公的組織のモラルの低さ、正確さの欠如、管理体制の不備などなどと自然と重ね合わせてしまう。 #

週末イギリスの湖水地方に行ってきました。ロンドンから片道5時間のドライブはなかなか大変でしたが、ものすごく良かったです。古くからのイギリスの避暑地といったところです。
たまたま出くわしたイギリスのWedding reception Grisedaleのハイキングコースのワンショット もう一つ、近くでAir Showか何かがあったんだと思うけれど、RAF (Royal Air Force)のRed Arrowsと呼ばれる赤い戦闘機の空中遊泳 #

先週の出張は移動が多く肉体的に疲れましたが、クライアントのもっと年配の方が頑張っていたので負けじと乗り切りました。
ブルガリホテルにも行ってきました。すごいインテリアでした。ブルガリショップの雰囲気をそのままホテルにしたようなところでした。場所もミラノの一大ブランド街のはずれにあるし。 #
